Executive Committee  

The senior management team of Northwest Farm Credit Services consists of the President and CEO and twelve senior officers who form the Executive Committee.  The President and CEO is responsible for overall operations and the twelve senior officers are responsible for the major functions, as noted below.

In addition, Northwest FCS has an internal auditor who is not an Executive Committee member, but who reports directly to both the President and CEO and the board of directors and its Audit Committee.

Jay Penick
President and Chief Executive Officer

Jay was raised on a cattle and small grain farm near Hebron, Ohio. He graduated from Ohio State University with a bachelors degree in agricultural economics, specializing in marketing and management. Since 1989, Jay has been ultimately responsible for the association's $9.7 billion portfolio of owned and serviced loans, the association's overall financial performance and for 550+ employees throughout the Northwest.

Dan Stainbrook
Executive Vice President - Credit
Dan grew up on a dairy farm near Meadville, Pennsylvania, and is a graduate of Cornell University with a bachelors degree in agriculture. He is responsible for credit underwriting, Agribusiness, Capital Markets, collateral and appraisal services, and servicing of special credit.

Fred DePell
Executive Vice President - Financial Services

Fred was raised on a dryland wheat, pea and barley farm near Genesee, Idaho. He graduated from Boise State University with a bachelors degree in economics. Fred is currently responsible for the lending operations and oversees crop insurance services of Farm Credit branch offices in Idaho, Montana, Oregon, and Washington.

Tom Tracy
Executive Vice President and General Counsel

Tom received his bachelors degree in business administration from Eastern Washington University after serving four years in the US Air Force. He’s an honor graduate of Gonzaga University School of Law. He serves as the general legal counsel in addition to overseeing the association-wide loan processing function and legislative affairs.

Joan Haynes
Executive Vice President/Corporate Administration

Joan has held various positions with Farm Credit Services since 1975. She's currently responsible for the overall administration of the association, planning process and facility management for corporate headquarters. She also serves as corporate secretary to the Northwest FCS Board of Directors.

Kathy Payne
Executive Vice President - Human Resources & Marketing

Kathy received her bachelors degree in business administration/industrial relations from Central Washington University. Currently, Kathy is responsible for all human resource activities including benefits, compensation, training/development, and recruitment and hiring. She also oversees the Marketing Department. 

Tom Nakano
Executive Vice President - Chief Financial Officer and Chief Information Officer
Tom was raised on a small row crop farm outside of Ontario, Oregon. He graduated from Oregon State in 1989 with a BA in Business Administration and received an MBA from Willamette University in 1992. Tom earned his CPA certification in April 2002.  As CFO and CIO, he is responsible for overseeing all of the reporting, accounting, and treasury functions of the company.

Jim D. Allen
Senior Vice President - Capital Markets
Jim grew up on a small grain and livestock farm in Central Montana.  He is a graduate of the University of Montana with a bachelors degree in Finance.  Jim is responsible for the Capital Markets Group which coordinates all multi-lender loan participation and syndication activities for Northwest FCS.

Brent Fetsch
Senior Vice President - Community Lending
Brent grew up on a small farm in the Pendleton, Oregon area.  He graduated from Oregon State with a bachelors degree in economics and from Pacific Coast Banking School at the University of Washington.  Brent is currently responsible for the lifestyle and traditional family farmer portfolio and the AgVantage equipment financing program.

Jeff Hattori
Senior Vice President - Agribusiness
Jeff was raised on a small farm in Moses Lake, Washington. He graduated from Washington State University with a  bachelors degree in Business Management.  He is responsible for the growth and portfolio management of the Agribusiness division.

John Phelan
Senior Vice President - Commercial Lending
John was raised near Clancy, Montana.  He graduated from MSU-Billings in 1988 with a Bachelors degree in Business Administration and Management and received an MBA from the University of Montana in 1992.  He graduated with highest honors from the Pacific Coast Banking School in 1999.  As SVP, he is responsible for overseeing the commercial lending porfolio and assigned staff.  This includes eleven industry teams and regions located throughout the association's territory.

Marnie Vandenberg
Senior Vice President - Agribusiness
Marnie was raised on a family owned cattle operation in Moses Lake, Washington.  She received a Bachelors Degree in Business with Accounting Emphasis from Eastern Washington University.  She is currently responsible for the operations and resource management for the Agribusiness department.

Wendy Vail
Senior Vice President - Loan Processing
Wendy grew up in Fairfield, Washington and graduated from Washington State University with a Bachelors Degree in Business with Accounting Emphasis.  After her work in a public accounting firm, where she obtained her CPA license, she joined the Northwest FCS team.  Her current responsibilities include leading teams who provide all central loan document preparation, central credit underwriting for the Country Home, Dealer Financial Services and Express portfolios, central loan servicing and construction monitoring.
